Mayagüez does not need to pretend to be a resort town. That is what I like about it. It is a real Puerto Rican city with a university, busy streets, bakeries, cafés and families going about their lives. If you are driving the west coast, it gives the trip a sense of place that beaches alone cannot.
Wake up and find a panadería. Have Puerto Rican coffee and something warm from the bakery. At lunch, look for rice, beans, plantains and roasted meat rather than whatever restaurant happens to rank highest online. This is a city where I would ask somebody local, "¿Dónde comes tú?" and follow their advice.
Mayagüez also makes a practical base for Rincón, Cabo Rojo and the southwest. Stay somewhere comfortable and reasonably priced, keep the rental car and explore.
